Mission Statement
It is the mission of the Virginia Department of Fire Programs (VDFP) to provide funding, training and educational programs to enhance public safety throughout the Commonwealth.
Vision Statement
The Virginia Department of Fire Programs (VDFP) will be nationally recognized as the leader in enhancing the quality of fire and emergency services.
The agency's vision sets a high standard for excellence that provides us with a road map to achieving our mission. Our mission describes the activities we will undertake to achieve our shared vision and our values defined how we will get there.

About VDFP
The Office of the Executive Director
The Executive Director is responsible for executive level supervision to agency staff; budgeting guidance; strategic planning; validation of programs; coordination of policy; guidance on state preparedness issues; assistance with coordination of statewide training and education programs; and agency response to large scale emergencies to support local jurisdictions. As outlined in the Virginia Emergency Operations Plan (VEOP), the VDFP Executive Director is designated as the Chief, Urban Fire Service. VDFP employs 458 personnel across 7 division office locations in the state and the agency administers an annual budget of over $29 million.
Within the VDFP are the Office of the Executive Director, Administration and Support Branch, Training and Operations Branch, Training and Technical Services Branch, State Fire Marshal's Office and the Virginia Fire Services Board.
The Office of Administration and Support
The Administrative and Support Branch manages five program areas: Financial Services; Grants and Local Aid; Marketing and Communications; Policy, Planning and Legislation; Fire Data and Statistics, and Procurement. This branch, in conjunction with the Department of Human Resource Management, also handles all personnel and employee relations issues as they pertain to human resource management.
The Office of Training and Operations
Training and Operations Branch - The Training and Operations Branch is responsible for the development and implementation of training curriculum. The Operations Branch currently has 7 division offices throughout Virginia. Each area represents the fire departments within their designated region and provides training course work and instruction for firefighters, emergency service personnel and citizens.
The Office of Training and Technical Services
Training and Technical Services Branch - The Training and Technical Services Branch oversees the Virginia Fire Marshal Academy (VFMA); Aircraft Rescue Firefighting (ARFF); Logistics; National Incident Management System (NIMS); Quality Assurance for Fire Service Training Record System (FSTRS); Information Technology; and Heavy and Technical Rescue (HTR) Programs.
The State Fire Marshal's Office
The State Fire Marshal’s Office (SFMO) provides many services to provide safety to life and property from fire for the citizens of the Commonwealth. The SFMO currently have 5 regional offices throughout Virginia.
The Virginia Fire Services Board
The Virginia Fire Services Board is the policy making board within VDFP and consists of 15 appointed positions to represent various fire service organizations throughout Virginia as well as the general public.
