James “Randy” Wheeler is the Poquoson City Manager and representative for the Virginia Municipal League. Mr. Wheeler has a Masters of Public Administration from the University of North Carolina, is a graduate of the University of Virginia Senior Executive Institute and has over 20 years of local government administration experience. Mr. Wheeler lives in Poquoson with his wife, Starla, and sons, Austin and Andrew.
