William “Bill” MacKay is the Branch Chief for Training and Operations within the Virginia Department of Fire Programs. Bill oversees the Seven Divisions, which coordinate Fire Training throughout the Commonwealth of Virginia.

Bill joined the Department of Fire Programs in June of 2019 after serving for 8 ½ years as the Fire-Rescue Chief in Goochland County, Virginia. Prior to that Bill was the Fire Chief in the City of Niagara Falls, NY. In 2006 Bill retired from Fairfax County as a Battalion Chief in Special Operations.

Chief MacKay has over 40-years of emergency response experience beginning as a volunteer firefighter in his hometown. Bill has taught nationally and internationally and has been an adjunct instructor for the National Fire Academy for over 20-years. He is qualified as a subject matter expert for curriculum development in Command and Control, Disaster Response, and several other fire/EMS and Emergency Management disciplines.

Bill has a degree in Fire Administration and is designated as a Chief Fire Officer by the Center for Excellence.
